Water Leak Repairs – OR Tambo Informal Settlement

Joubert Park Youth Outreach Project was proudly appointed by the Rand Water Foundation to address a critical need in the OR Tambo informal settlement — repairing severe water leaks affecting the community water reticulation system. Our role encompassed full technical oversight, implementation, and quality assurance.
This initiative aimed to drastically reduce the loss of treated potable water, ensure community health and safety, and help the Rand West Local Municipality preserve revenue from unaccounted water loss.
Our scope of work included:
Identification and repair of 26 major underground water leaks
Replacement of 30 leaking community and yard stand taps
Installation of 16 new control valves and 8 valve boxes
Construction of 6 new community tap platforms with soakaway drainage
Installation of a new 100m x Ø50mm HDPE sub-mainline
Quality assurance to SABS and SANS standards
In addition, we corrected improper pipeline connections by installing a compliant Ø50mm HDPE pipeline to replace a hazardous Ø15mm line.
The project successfully engaged local skilled and unskilled labour, including:
3 skilled professionals (technicians, plumber, safety officer)
9 unskilled local workers (7 male, 2 female)
The involvement of local workers not only supported the local economy but also brought invaluable knowledge of the underground network, compensating for the lack of municipal blueprints.
All materials used were SABS and SANS certified
The project was completed on time and within budget
Zero safety incidents were reported
All COVID-19 protocols were observed on-site
Despite limited support from the local municipality and lack of technical maps, our team executed real-time tracing of pipelines and implemented successful repairs. We also managed high water pressure concerns by installing isolation valves for better flow control.
This project delivered lasting improvements in water distribution efficiency, infrastructure reliability, and community health. It stands as a successful model for similar interventions in under-resourced areas.
Community Work Programme (CWP)
The Community Work Programme (CWP) is a government initiative under the aegis of the Department of Cooperative Governance & Traditional Affairs (CoGTA) designed to provide employment safety net to eligible participants by offering them a minimum number of regular days of work each month. There is a guaranteed minimum CWP wage. In practice, participants work two days a week or the monthly equivalent. By focusing on work needed by communities, dubbed “useful work”, the CWP has become an instrument of community development, by improving the quality of life in poorer communities.
Joubert Park Youth Outreach Project was appointed by CoGTA as an three Implementation Agent (IA) in the entire Mpumalanga Province for a (3) period starting in April 2018 and ending in March 2021. As Implementation Agent of the programme, Joubert Park Youth Outreach Project manages three (3) districts in Mpumalanga, namely, Nkangala, Gert Sibande and Ehlanzeni. JPYOP is managing over twenty-five thousand ( 25 0000 participants with projected annual budget of seventy four million Rands (R 74 m)



Eikenhof Agricultural ProjectC
Joubert Park Youth Outreach Project undertook Eikenhof Agricultural Project, a community based project, in February 2016. The project was established by JPYOP to uplift and empower the Eikenhof community through agricultural development. It was driven by lack of food security, shortage of fresh produce and minimal utilization of agricultural land with the Eikenhof informal settlement. The project strategy included one year implementation and a 5 year rollout. It consisted of 2 hectare uncultivated land leased from Amazing Grace Home, an NGO. The soil on the land was A Grade and the facilities included a borehole, a river 100m nearby and electricity.
The project benefited the Eikenhof community through employment of 10 general workers, an agriculturist, a project coordinator and 2 security guards. The community also benefited from skills development opportunities on agriculture production and project management.
Joubert Park Youth Outreach Project in partnership with Ikusasa Lesiswe oversaw project administration (including management flow of funds) and coordination of project implementation. An oversight review committee was formed which included the managing director and members of Joubert Park Outreach Project to provide policy guidance and oversight for coordination and implementation. Project implementation consisted of the following activities;
Virgin land was leased to the project. This phase consisted of land clearing, tilting and ploughing.
Weed management was undertaken by hand hoeing, mulching and herbicide applications (weed killing).
The soil preparation included adding organic matter content in order to eliminate perennial weeds, adjust pH, nutrient and remove any soil obstructions. The soil was leveled to allow proper and effective irrigation.
This phase consisted of equipment erection and setup to kick-off the project.






Community Work Programme (CWP)
Joubert Park Youth Outreach Project formed a Joint-Venture with Dhladhla Foundation and participated in the tender for CWP roll out. The JPYOP became the Implementing Agent (IA) in 2014 with the responsibility of continued roll out of CWP within the Limpopo and Mpumalanga Provinces.
Over the past four years JPYOP has run the CWP in the two provinces with the support of the respective Local Municipalities’ and corresponding stakeholders. The Department of Cooperative Governance has provided two hundred and seventy-one million Rands (R 271M) for the CWP roll out for Limpopo and Mpumalanga Provinces over the last four years to cover the following sectors:
- Environment
- Social
- Economy
- Agriculture
JPYOP managed over twenty five thousand participants.
